There are two main problems in this research, first regarding the impact of emergency, case Covid-19 pandemic, on implementation passport issuance services at TPI Tanjung Priok Class I Immigration Office. The collection method used triangulation, namely, literature study, interviews, observation. results study indicate Pandemic has public services, especially service issuing passports government issued Large-Scale Social Restriction policy to prevent transmission Covid-19. also supported by Director General Circular Limitation people must be able adapt through changes lifestyle situation called New Normal Period.
